1. Identification of existing practices and systems which attempt to reach a compromise flexibility with security (in Belgium and abroad)
2. Analysis of the factors for success and the conditions of transferability for these practices and systems
3. In conjunction with the regional partnership, the selection of flexibility practices or development of new practices, and their implementation within the framework of several pilot projects
4. Testing of the flexicurity practices chosen in two economic reconversion areas, namely Liege and Lille
5. Based on experiences on the ground and in conjunction with the regional partnership,
- Arrival at a definition of flexicurity relevant at microeconomic level and for the labour market stakeholders
- Development of a framework for the analysis and evaluation of the flexicurity practices implemented as part of the pilot projects
- Questioning of the legal framework into which they fit, the role of the different stakeholders, the tools and regulation instruments
- Identification of the conditions for the generalisation and perpetuation of the flexicurity policies
6. Evaluation of the results of the flexicurity practices tested;
identification of under what conditions these practices can be said to be examples of flexicurity;
identification of the conditions for the perpetuation and transferability of these practices
